Commercial Revitalization Manager

The Commercial Revitalization Manager position will collaborate with Downtown Partnership of Baltimore’s Economic Development team to support high-priority initiatives that promote inclusive economic growth in Downtown Baltimore. This position will liaise with small businesses and external partners, facilitate capital improvement projects, and support the administration of various grant programs that support business growth. Specific initiatives the fellow will help with include supporting the Downtown BOOST and Façade Improvement Programs, as well as mapping and classifying Downtown’s vacant commercial properties.

Essential Functions
  • Conduct personalized outreach to existing Downtown retail businesses and prospective businesses seeking to relocate Downtown.
  • Liaise with small businesses, architects, and contractors to coordinate retail beautification projects and support permitting requests.
  • Support administration of Downtown BOOST Program, including coordinating property selection and negotiation, technical support programming, and build out coordination.
  • Maintain an accurate catalog of vacant Downtown retail spaces, including conducting door-to-door outreach and cold calls with property owners, as appropriate.
  • Collaborates with Marketing, Capital Improvements, and Business Development teams as needed to support Economic Development projects.
  • Contributes to weekly team check-ins to support ongoing Economic Development initiatives.
  • Contributes to project and/or annual planning documents.
  • Regularly demonstrates knowledge of current news and industry landscape.
Responsibilities include:
  • Professionally represents DPOB in regular meetings with Downtown businesses, property owners, and external partners to identify needs and opportunities.
  • Delivers concise, accurate, and actionable accounts of meetings and discussions.
  • Collaborate with partners and internal staff to lead capital improvement projects and administer subgrants to support business success.
  • Responds to short-turnaround, ad-hoc requests from Econ Dev staff.
  • Track all stakeholders, business interactions, and information in Salesforce.
  • Other duties as assigned.
Requirements:
  • Bachelor’s Degree in Economics, Public Policy, Political Science or other related fields of study AND at least three years of relevant work experience in project management.
  • Equivalent combination of relevant education and experience.
  • Skills and experience to include:
  • Knowledge of local, state and federal community development financing tools.
  • Knowledge of Baltimore City agencies and committees relevant to community development, including but not limited to DHCD, CHAP, UDAAP, DOP, and BDC.
  • Exceptional writing skills and analytical skills
  • Experience working in Microsoft Excel and Outlook
  • Extreme attention to detail and strong organizational skills
  • An ability to meet deadlines while multi-tasking across campaigns & projects.
  • Experience with non-profits, small businesses, and real estate developers is a plus.
  • Experience with CRM software such as Salesforce is a plus
  • Must be collaborative, with the ability to adapt to feedback.
  • Must thrive working within a fast-paced, innovative environment.
Position Type
This is a full-time position on-site at DPOB 
Occasional evening and weekend work may be required as job duties demand.
This role reports to the Senior Director of Economic Development.
